Rethinking our Counterterrorism Framework: How to Address Domestic Terrorism Twenty Years after 9/11

Two decades into the war on terror, concerns over white supremacist and anti-government political violence have spurred calls for new legal authorities and responses to “domestic terrorism” modeled off of our post 9/11 counterterrorism framework. In a new ACS Issue Brief, Shirin Sinnar, Professor of Law and John A. Wilson Faculty Scholar at Stanford Law School, argues that these calls overlook serious flaws in our preventative counterterrorism framework and cautions against the expansion of the domestic terrorism legal regime.
