ACS San Diego: The Limits of Executive Orders
President Obama famously said he had a telephone and a pen, meaning he could either negotiate policies with Congress or achieve those ends by executive order. President Trump used them to withdraw from the Paris Climate Accord, the WHO, the Iran nuclear agreement, and to redirect funds from the defense budget to building his wall. President Biden has used executive orders to reverse some of Trump’s orders.

What should be that limit? In light of Trump’s use of executive orders, should the executive order power of the president be curtailed?
