Joel A. Mintz is a Professor of Law Emeritus and the C. William Trout Senior Fellow at Nova Southeastern University College of Law, and a member of the board of directors at the Center for Progressive Reform. Mintz served as an enforcement attorney and chief attorney in the Chicago and Washington, D.C., offices of EPA in the late 1970s and early 1980s. He has studied and written extensively about environmental enforcement since 1983.
